Seoul plan to use RFID to tag Vehicles

Seoul, the capital of South Korea, has a population of 11 million. Like most large cities, traffic congestion is a big problem. When I visited a few months ago it took 2 hours to travel 30 miles across the city.
To address the problem, the Seoul government is implementing a policy that you cannot drive your car one day a week. To enforce this rule, the city government will issue a RFID tag for each vehicle. The tag will indicate which day of the week the car cannot be driven.
RFID readers will be installed throughout the city and at the entry of every parking lot. Only cars that are allowed to drive that day will be let into the parking lots. Cars that are not allowed to drive will assumedly be ticketed.
